Notes on Application Procedure
- Application on or after October 16
Online applications on or after October 16 will be processed on an as-needed basis.
If you wish to apply, please do so after attending a traffic safety instruction seminar.
- Parking Permit after Online Application
After completion of the online application, student identification cards will be used for parking permits as follows:
○General Application and Special Application
For students who make a formal application between the 16th to the end of the month:Your student identification card will be activated to enable parking on campus from 6:00 a.m. on the 1st day of the next month.
For students who make a formal application between the 1st to the 15th of the month:Your student identification card will be activated to enable parking on campus
from 6:00 a.m. on the second day (excluding Saturdays, Sundays and national holidays) following the day the formal application is completed.
※If you apply at the end of a month, you may not be allowed to park on campus on the 1st day of the next month.
Go to the first gate to see if your identification card has been activated to open the gate, and then go to the other gates.
○Rental Application
Your student identification card will be activated to enable parking on campus from 6:00 a.m. on the second day following the day the formal application is completed.
- User Fees
User fees differ depending on the selected period of use.
Pease see the “List of Monthly User Fees” below and pay the appropriate fee.

For students who make a Rental Application is free.
However, if you continue to use the parking lot and renew your parking permit for the previous fiscal year, you are required to pay the one year user fee of 6,000 yen.
- Payment Method and Due Date for User Fees
Payment for user fees shall be made via bank transfer to the designated account at
Japan Post Bank. (A payment slip is available at the student support team in the
Management Support Office at each Faculty or School.)
Payment for user fees shall be made by the 15th day of the month in which the formal application was completed (or if the formal application was completed on the 16th to the end of the month, by the 15th day of the next month.)
If you make payment after the due date, your student identification card may be deactivated from the 1st day of the next month.
- Measures for False Application
If any person obtains a parking permit by submitting a false application, the following actions will be taken:
1. His/her parking permit will be revoked immediately.
2. Any user fee paid will not be refunded.
Application procedures for Parking Permit, etc.
There are three types of application: general application, special application, and rental application. Please check the following requirements and go to the appropriate page to make an application.

1.General Application (Bylaws, Article 4, Paragraph 2)
Students belonging to HU departments (including postgraduates) who have signed a voluntary automobile insurance contact and attended safety education programs specified by HU Vice President (in change of education and student affairs) (As a rule, third-year undergraduates or above)
However, those in the following categories shall be excluded.
* First- and second-year undergraduate students (excepting those commuting over long

2.Special Application (Bylaws, Article 4, Parafraph 6)
Those acknowledged by Executives (in charge of general affairs) to be need of commuting by car for their education and research
Specifically, those in the following categories
* First- and second-year undergraduate students who must commute over long distances
●In 2023, from the viewpoint of the risk of infection with the new coronavirus and the prevention of the spread of infection, the definition of long-distance commuting will be changed to "It takes 90 minutes or more to 60 minutes or more when using public transportation". (This measure will be taken only in 2023 and will be reviewed in 2024 depending on the infection status of the new coronavirus.)

※Definition of Long-distance Commuter
(1) A student who commutes a long distance for more than 90 minutes (one way) by public transportation and whose commuting time will be reduced significantly by driving to school
(2) A student who resides in an area where there is limited or no access to public transportation, who commutes for more than 60 minutes (one way), and whose commuting time will be reduced significantly by driving to school
Parking Space South No. 6 near the 4th gate is available for parking for long-distance commuters. Student identification cards will be used for parking from the 4th gate only.

* Those residing in areas where commuting by car is restricted (See links above) but who must commute by car for special reasons (physical, health etc.)

Those who have special circumstances, such as physical disabilities (Physical Disability Certificate holders or those with disabilities deserving said certification, who have difficulty in commuting except by car)
